             5      AN ACT RELATING TO RECREATIONAL TRAILS; CREATING THE BONNEVILLE
             6      SHORELINE TRAIL PROGRAM; APPROPRIATING S [ $600,000 ] $200,000 s FROM THE
             6a      GENERAL FUND
             7      FOR FISCAL YEAR 1999-2000 TO THE DIVISION OF PARKS AND RECREATION FOR A
             8      BONNEVILLE SHORELINE TRAIL; AND PROVIDING AN EFFECTIVE DATE.
             9      This act affects sections of Utah Code Annotated 1953 as follows:
             10      ENACTS:
             11          63-11a-504, Utah Code Annotated 1953
             12      Be it enacted by the Legislature of the state of Utah:
             13          Section 1. Section 63-11a-504 is enacted to read:
             14          63-11a-504. Bonneville Shoreline Trail Program.
             15          (1) There is created the Bonneville Shoreline Trail Program.
             16          (2) The program shall be funded from the following sources:
             17          (a) appropriations made to the program by the Legislature; and
             18          (b) contributions from other public and private sources.
             19          (3) All monies appropriated to the Bonneville Shoreline Trail Program are nonlapsing.
             20          (4) The Bonneville Shoreline Trail is intended to:
             21          (a) follow on or near the old Lake Bonneville shoreline terrace near the foot of the
             22      Wasatch Mountains from h [ Utah ] JUAB h County to h [ Weber ] CACHE h County; and
             23          (b) provide continuous and safe routes, paths, or trails for pedestrians, bicyclists, and
             24      equestrian riders, where appropriate.
             25          (5) (a) The program monies shall be used to provide grants to local governments for the
             26      planning, development, and construction of the Bonneville Shoreline Trail.

             27a      recipients shall
             27a      be required to provide matching funds in accordance with


             28      Section 63-11a-501 .
             28a           S [h (ii) EACH RECIPIENT OF A GRANT FOR THE BONNEVILLE SHORELINE TRAIL SHALL BE
             28b      REQUIRED TO PROVIDE A MATCHING CONTRIBUTION HAVING A VALUE AT LEAST TWO TIMES
             28c      THE AMOUNT OF THE GRANT . h

             29          Section 2. Appropriation.
             30          Except as provided in H.B. 4, Appropriations Coordination Act, there is appropriated
             31      S [ $600,000 ] $200,000 s from the General Fund for fiscal year 1999-2000, to the Division of Parks
             31a      and Recreation
             32      for the planning, development, and construction of the Bonneville Shoreline Trail. This
             33      appropriation shall be spent in Utah, Salt Lake, Davis, h BOX ELDER, JUAB, CACHE, h and Weber
             33a      Counties.
             34          Section 3. Effective date.
             35          This act takes effect on July 1, 1999.
