             6      AN ACT RELATING TO STATE AFFAIRS IN GENERAL; MODIFYING THE DUTIES OF
             7      THE CONSTITUTIONAL REVISION COMMISSION; PROHIBITING COMMISSION
             8      RECOMMENDATIONS AFTER LEGISLATIVE ACTION; AND MAKING TECHNICAL
             9      CORRECTIONS.
             10      This act affects sections of Utah Code Annotated 1953 as follows:
             11      AMENDS:
             12          63-54-3, as last amended by Chapter 98, Laws of Utah 1997
             13      Be it enacted by the Legislature of the state of Utah:
             14          Section 1. Section 63-54-3 is amended to read:
             15           63-54-3. Duties.
             16          (1) [The purpose of the commission] Subject to Subsection (2), the Utah Constitutional
             17      Revision Commission shall [be to]:
             18          (a) conduct a comprehensive examination of the Utah Constitution [of the State of Utah
             19      and of the amendments thereto, and thereafter to], as amended, and make recommendations to the
             20      governor and the Legislature as to specific proposed constitutional amendments to implement the
             21      commission's recommendations for changes in the constitution[. The commission]; and
             22          (b) upon request [shall also], advise the governor and the Legislature on any proposed
             23      constitutional amendment or revision.
             24          (2) The commission may not take a position or make a recommendation on any proposed
             25      constitutional amendment after both houses of the legislature have taken final action on it.
