             6      A RESOLUTION OF THE HOUSE OF REPRESENTATIVES URGING CONGRESS TO
             7      CHANGE THE DESIGNATION OF DINOSAUR NATIONAL MONUMENT TO DINOSAUR
             8      NATIONAL PARK.
             9      Be it resolved by the House of Representatives of the state of Utah:
             10          WHEREAS, Dinosaur National Monument, with visitor centers in both Utah and Colorado,
             11      is an impressive showcase of the region's natural wonders that is enjoyed by both tourists and
             12      residents;
             13          WHEREAS, it is appropriate that Dinosaur National Monument be granted the designation
             14      of national park to encourage greater appreciation and enjoyment of its many natural features,
             15      including fishing, hiking, and camping;
             16          WHEREAS, relatively little expense would be required to change the designation from
             17      monument to park;
             18          WHEREAS, the monument has 160 miles of existing road, an excellent trail system, 36
             19      full-time employees, and the land is already under United States Park Service control;
             20          WHEREAS, current grazing rights, including those of inholders and permittees, will be
             21      unaffected by the change in designation;
             22          WHEREAS, no boundary changes are needed and industry would be unaffected by the new
             23      designation;
             24          WHEREAS, integral vistas would not be affected, and air quality would be based on state
             25      standards;
             26          WHEREAS, the expanse of land surrounding the proposed park would preclude the need
             27      for any buffer zones;


             28          WHEREAS, the proposed park will be of tremendous educational and economic benefit
             29      to Utah, providing national and international recognition to one of the state's most significant
             30      natural sites; and
             31          WHEREAS, the change in designation from monument to park will allow greater
             32      appreciation for Utah's natural beauty while providing appropriate protection that ensures its
             33      preservation for future generations:
             34          NOW, THEREFORE, BE IT RESOLVED that the House of Representatives of the state
             35      of Utah urge the United States Congress to change the designation of Dinosaur National
             36      Monument to Dinosaur National Park.
             37          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Speaker of the
             38      United States House of Representatives, the President of the United States Senate, and to the
             39      members of Utah's congressional delegation.
