6 AN ACT RELATING TO PUBLIC EDUCATION; PROVIDING FOR THE DEVELOPMENT
7 AND DISTRIBUTION OF A SCHOOL BUILDING CONSTRUCTION AND INSPECTION
8 RESOURCE MANUAL BY THE STATE BOARD OF EDUCATION; PROVIDING FOR AN
9 ANNUAL SCHOOL CONSTRUCTION CONFERENCE; AND REQUIRING THE BOARD
10 TO DEVELOP A PROCESS FOR THE VERIFICATION OF SCHOOL BUILDING
11 INSPECTIONS BY QUALIFIED INSPECTORS.
12 This act affects sections of Utah Code Annotated 1953 as follows:
13 ENACTS:
14 53A-20-104.5, Utah Code Annotated 1953
15 Be it enacted by the Legislature of the state of Utah:
16 Section 1. Section 53A-20-104.5 is enacted to read:
17 53A-20-104.5. School building construction and inspection manual -- Annual
18 construction and inspection conference -- Verification of school construction inspections.
19 (1) The State Board of Education, through the state superintendent of public instruction,
20 shall develop and distribute to each school district a school building construction and inspection
21 resource manual.
22 (2) (a) The manual shall include current legal requirements and information on school
23 building construction and inspections.
24 (b) The state superintendent shall review and update the manual at least once every three
25 years.
26 (3) The board shall provide for an annual school construction conference to allow a
27 representative from each school district to:
28 (a) receive current information on the design, construction, and inspection of school
29 buildings;
30 (b) receive training on such matters as:
31 (i) using properly certified building inspectors;
32 (ii) filing construction inspection summary reports and the final inspection certification
33 with the local governmental authority's building official;
34 (iii) the roles and relationships between a school district and the local governmental
35 authority, either a county or municipality, as related to the construction and inspection of school
36 buildings; and
37 (iv) adequate documentation of school building inspections; and
38 (c) provide input on any changes that may be needed to improve the existing school
39 building inspection program.
40 (4) (a) The board shall develop a process to verify that inspections by qualified inspectors
41 occur in each school district.
42 (b) The board shall make a report on its implementation of the process to the Education
43 Interim Committee prior to the 2000 Legislative General Session.
