             7      AN ACT RELATING TO HIGHER EDUCATION; PROVIDING A $955,000 APPROPRIATION
             8      IN BASE-BUDGET FUNDING TO FOSTER STATEWIDE ECONOMIC DEVELOPMENT
             9      AND MEET UTAH'S NEED FOR HIGHLY SKILLED ENGINEERS AND COMPUTER
             10      SCIENTISTS BY STRENGTHENING THE ENGINEERING AND PREENGINEERING
             11      PROGRAMS AT THE STATE'S NINE INSTITUTIONS OF HIGHER EDUCATION; AND
             12      PROVIDING AN EFFECTIVE DATE.
             13      This act enacts uncodified material.
             14      Be it enacted by the Legislature of the state of Utah:
             15          Section 1. Appropriation.
             16          (1) Except as provided in H.B. 4, Appropriations Coordination Act, there is appropriated
             17      from the General Fund for fiscal year 1999-2000, $955,000 to the State Board of Regents to be
             18      used to foster statewide economic development and help meet Utah's need for highly skilled
             19      engineers and computer scientists by improving undergraduate instruction, increasing student
             20      access, and strengthening high tech programs of the engineering and preengineering programs at
             21      the state's nine institutions of higher education.
             22          (2) The appropriation is for base-budget funding to be distributed to the nine institutions
             23      on that basis.
             24          (3) The board shall allocate the appropriation as follows:
             25          (a) $260,000 to the University of Utah;
             26          (b) $180,000 to Utah State University;
             27          (c) $125,000 to Weber State University;


             28          (d) $95,000 to Salt Lake Community College;
             29          (e) $95,000 to Utah Valley State College;
             30          (f) $50,000 to the College of Eastern Utah;
             31          (g) $50,000 to Dixie College;
             32          (h) $50,000 to Snow College; and
             33          (i) $50,000 to Southern Utah University.
             34          (4) This appropriation is nonlapsing.
             35          Section 2. Effective date.
             36          This act takes effect on July 1, 1999.
