WATER MANAGEMENT FOR THE FUTURE

             6      A JOINT RESOLUTION OF THE LEGISLATURE URGING THE CITIZENS OF UTAH TO
             7      TAKE AN ACTIVE ROLE IN EFFORTS TO CONSERVE WATER.
             8      Be it resolved by the Legislature of the state of Utah:
             9          WHEREAS, water is a precious, life-sustaining resource that must be carefully safeguarded
             10      and preserved;
             11          WHEREAS, Utah's supply of water has an added significance because the state is in a
             12      desert region;
             13          WHEREAS, due to the limited supply of water available in desert regions, the efforts of
             14      every citizen are greatly needed to conserve water;
             15          WHEREAS, Utah has had a comprehensive water conservation program to improve the
             16      efficiency of operations and storage facilities to increase available water supplies;
             17          WHEREAS, over the years these efforts have been complicated by rises in water use
             18      generally and a rapidly increasing state population;
             19          WHEREAS, continued, dramatic increases in water use are predicted because Utah's real
             20      estate market continues to be one of the busiest in the nation, its birth rate remains high, and the
             21      state's population is projected to increase by more than 50 percent;
             22          WHEREAS, the most effective way to face the challenges associated with a limited water
             23      supply is for the citizens of Utah to assess their use of water and identify ways they can reduce it;
             24          WHEREAS, golf courses and other businesses should use secondary water where possible
             25      in order to help conserve the drinking water supply;
             26          WHEREAS, despite the laudable efforts of many throughout the state, water conservation
             27      has yet to reach the level of importance in the lives of Utahns needed for the state to be prepared


             28      for the time when water may be more scarce; and
             29          WHEREAS, conserving a resource as prized as the water supply is a goal not only
             30      deserving of every Utahn's effort, but necessary if the state is to preserve the quality of life so
             31      cherished by its citizens:
             32          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah urge the
             33      citizens of the state of Utah to take an increasingly active role in efforts to conserve the state's
             34      water supply.
             35          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Division of
             36      Water Resources.
