6 A JOINT RESOLUTION OF THE LEGISLATURE ENCOURAGING THE GOVERNOR TO
7 GIVE THE FULLEST CONSIDERATION TO GEOGRAPHICAL REPRESENTATION IN
8 MAKING FUTURE APPOINTMENTS TO THE STATE BOARD OF REGENTS SO THAT A
9 BALANCED PERSPECTIVE OF BOTH URBAN AND RURAL AS WELL AS
10 GEOGRAPHICAL POSTSECONDARY EDUCATIONAL NEEDS WILL BE MAINTAINED
11 ON THE BOARD.
12 Be it resolved by the Legislature of the state of Utah:
13 WHEREAS, the Utah State Board of Regents is the governing board for the state's nine
14 postsecondary institutions and is vested with the control, management, and supervision of the state
15 system of higher education;
16 WHEREAS, the board consists of 16 resident citizens of the state, 15 of whom are
17 appointed by the Governor with the consent of the Senate;
18 WHEREAS, one additional member is appointed annually by nomination from the council
19 of student body presidents of three qualified matriculated students enrolled in the state institutions
20 of higher education;
21 WHEREAS, state law requires that board members are to be selected from within the state
22 at large and that in making appointments to the board due consideration should be given for
23 geographical representation;
24 WHEREAS, Utah's nine institutions of higher education are scattered throughout the state,
25 with one being located in St. George, one in Cedar City, one in Ephriam, one in Price, one in
26 Logan, one in Ogden, one in Orem, and two in Salt Lake;
27 WHEREAS, most of the current board membership resides along the Wasatch Front and
28 may not adequately represent the statewide perspective intended under the law; and
29 WHEREAS, a more balanced geographical representation might better suit the needs of
30 a statewide higher education board as it considers the future postsecondary education needs of the
31 state in both metropolitan and rural areas:
32 NOW, THEREFORE, LET IT BE RESOLVED that the Legislature of the state of Utah
33 encourages the Governor in making future appointments to the board to give the fullest
34 consideration to statewide board representation and carefully select new members who have a
35 perspective of postsecondary education in both metropolitan and rural areas of the state.
36 BE IT BE FURTHER RESOLVED that a copy of this resolution be sent to the Governor.
