Mr. Speaker:

    The Education Committee reports a favorable recommendation on H.B. 261, HIGHER EDUCATION SAVINGS INCENTIVE PROGRAM AMENDMENTS, by Representative K. Johnson, with the following amendments:

1.    Page 1, Line 11:    After "DEDUCTIBILITY" insert "; AND PROVIDING FOR RETROSPECTIVE OPERATION"

2.    Page 2, Line 34:    After "for the" delete "fiscal year beginning July 1, 1996," and insert "1996 calendar year"

3.    Page 8, Line 226:    After line 226 insert:
        "Section 2. Retrospective Operation."
        "This act has retrospective operation to January 1, 1999."
