    The Transportation and Public Safety Committee recommends S.B. 12, GRADUATED DRIVER LICENSING, by Senator S. Howell, be replaced and favorably recommends 1st Sub. S.B. 12, GRADUATED DRIVER LICENSING with the following amendments:

1.    Page 3, Line 70:    After "41-6-182," insert "the driver shall provide that"
2.    Page 3, Line 71:    Delete "shall"
