2ND REVISED COMMITTEE REPORT

        February 5, 1999

Mr. President:

    The Human Services Committee recommends S.B. 98, AMENDMENTS - CHILD ABUSE DATABASE, by Senator L. Hillyard, be replaced and favorably recommends 1st Sub. S.B. 98, AMENDMENTS - CHILD ABUSE DATABASE with the following amendments:
1.    Page 4, line 95:    After "agency" insert "action"

2.    Page 4, line 112:    Delete "presentation" and insert "prohibition"

3.    Page 9, Line 261:    After "it" insert:

        ", provided that in a divorce, custody, or related proceeding between private parties, the record alone is:
        (i) limited to objective or undisputed facts that were verified at the time of the investigation; and
        (ii) devoid of conclusions drawn by the division or any of its workers on the ultimate issue of whether or a not a person's acts or omissions constituted any level of abuse or neglect of another person."
