    The Revenue and Taxation Committee recommends S.B. 132, AVIATION FUEL TAX AMENDMENTS, by Senator L. Hillyard, be replaced and favorably recommends 2nd Sub. S.B. 132, AVIATION FUEL TAX AMENDMENTS with the following amendments:
1.    Page 5, Line 142:        After "state" insert "and the payment of principal and interest on indebtedness incurred for such purposes"
