             5      AN ACT RELATING TO MOTOR VEHICLES; ALLOWING LOCAL ORDINANCES TO
             6      PROVIDE RESTRICTIONS RELATED TO THE OPERATION OF OFF-HIGHWAY
             7      VEHICLES BY MINORS.
             8      This act affects sections of Utah Code Annotated 1953 as follows:
             9      AMENDS:
             10          41-22-10.5, as last amended by Chapter 16, Laws of Utah 1996
             11      Be it enacted by the Legislature of the state of Utah:
             12          Section 1. Section 41-22-10.5 is amended to read:
             13           41-22-10.5. Local ordinances -- Designating routes -- Supervision.
             14           (1) A municipality or county may adopt ordinances h [ :
            
15          (a) ] h designating certain streets and highways as off-highway vehicle routes for the specific
             16      purpose of allowing off-highway vehicle operators to gain direct access to or from a private or
             17      public area open for off-highway vehicle use h [ [ ] . [ ] ] [ ; and ] h
             18           h [ (b) ] (2) A MUNICIPALITY MAY ADOPT AN ORDINANCE h requiring an operator who is
             18a      under 16 years of age to be under the direct visual
             19      supervision of an adult who is at least 18 years of age h WHILE USING A ROUTE DESIGNATED
             19a      UNDER SUBSECTION (1)(a) h .
             20           h [ (2) ] (3) h [These routes] A route designated under Subsection (1) may not be along,
             20a      across, or
             21      within the boundaries of an interstate freeway or limited access highway.
             22           h [ (3) ] (4) h A person may not operate an off-highway vehicle on any street or highway for
             22a      any
             23      other purpose than to gain direct access to or from a private or public area open for off-highway
             24      vehicle use.
             25           h [ (4) ] (5) h Subsection h [ (3) ] (4) h does not apply to off-highway implements of husbandry
             25a      [under] used
             26      in accordance with Section 41-22-5.5 [, when used in accordance with said section].
