AMENDMENTS TO CHILD WELFARE

Representative Carlson proposes the following amendments:
1. Page 10, Line 276: After line 276 insert:
"(4) Notwithstanding the provisions of this section and Section 78-30-1, a court may grant an adoption to a person or persons who are cohabiting, as defined in this section, if the court determines by clear and convincing evidence that the person or persons:
(a) have a significant parental relationship with the child; and
(b) the adoption is in the child's best interest."
