             6      This House resolution modifies House rules to require an oral declaration of a conflict of
             7      interest before a House member speaks on legislation or legislative matters on the floor of
             8      the House. This resolution takes effect upon approval by the House of Representatives.
             9      This resolution affects legislative rules as follows:
             10      ENACTS:
             11          HR-26.02
             12      Be it resolved by the House of Representatives of the state of Utah:
             13          Section 1. HR-26.02 is enacted to read:
             14           HR-26.02. Verbal Disclosure of Conflict of Interest in House Floor Debate.
             15          (1) (a) Before speaking on the floor of the House on any legislation or legislative matter
             16      in which a House member reasonably believes that he may have a conflict of interest, the House
             17      member h [ shall ] SHOULD h orally disclose to the House that he may have a conflict of interest and
             17a      what that
             18      conflict is.
             19          (b) The declaration of the conflict of interest shall be noted in the House Journal.
             20          (2) Nothing in this House rule requires a House member with a conflict of interest on
             21      legislation or a legislative matter pending before the House to orally disclose that conflict of
             22      interest if the House member does not speak on the legislation or legislative matter h AND THE
             22a      CONFLICT HAS BEEN DISCLOSED ON THE LEGISLATOR'S CONFLICT OF INTEREST FORM h .
             23          Section 2. Effective date.
             24          This resolution takes effect upon approval by a constitutional majority vote of all members
             25      of the House of Representatives.
