                  This act appropriates $40,000 from the General Fund for fiscal year 2001-02 only to Utah
                  State University Extension for a program to assist agricultural producers in identifying and
                  implementing management practices that prevent contamination of water by animal wastes.
                  This act takes effect on July 1, 2001.
                  This act enacts uncodified material.
                  Be it enacted by the Legislature of the state of Utah:
                      Section 1. Appropriation.
                      (1) There is appropriated $40,000 from the General Fund for fiscal year 2001-02 only, to
                  Utah State University Extension for a program to assist agricultural producers in identifying and
                  implementing management practices that prevent contamination of water by animal wastes.
                      (2) (a) The money appropriated in Subsection (1) may be used to hire personnel and pay
                  operating expenses necessary to conduct activities to assist agricultural producers in employing
                  management practices that improve water quality, including:
                      (i) on-farm trials in which agricultural producers, with the assistance of extension agents,
                  identify, implement, and evaluate the effectiveness of management practices; and
                      (ii) training workshops.
                      (b) On-farm trials and training workshops shall be conducted in different areas of the state.
                      (3) The money appropriated in Subsection (1) is nonlapsing.
                      Section 2. Effective date.
                      This act takes effect on July 1, 2001.
