H.B. 232 Enrolled
This act modifies the Human Services Code and the State Personnel Management Act by
establishing the criteria for certification as a child welfare social service worker and certified
child welfare social worker. The act clarifies that the certification is for salary purposes and
does not apply to licensing standards. The act establishes criteria for the director of the
Department of Human Resource Management to follow in establishing salary and benefit
ranges for the certified child welfare social service workers and certified child welfare social
workers.
This act affects sections of Utah Code Annotated 1953 as follows:

Be it enacted by the Legislature of the state of Utah:
Section 1. Section 62A-4a-107.1 is enacted to read:
62A-4a-107.1. Designation of certified child welfare social service workers and child
welfare social workers.
(1) The division shall designate a child welfare social service worker and child welfare
social worker as certified if the division social service worker or social worker:
(a) (i) has completed the core training described in Section 62A-4a-107 ; or
(ii) is exempt from core training under Subsection 62A-4a-107 (2)(c);
(b) has earned a minimum of a bachelor's degree from an accredited institute of higher
education; and
(c) is licensed under Title 58, Chapter 60, Part 2, Social Worker Licensing Act.
(2) The certification under Subsection (1) is for the purpose of calculating benefits and
salary ranges under Section 67-19-12.4 . The certification is not for licensing purposes and does
not effect the provisions of Title 58, Chapter 60, Part 2, Social Worker Licensing Act.
Section 2. Section 67-19-12.4 is enacted to read:
67-19-12.4. Certified child welfare social service workers' and child welfare social
workers' personnel pay plans.
The pay plans for certified child welfare social service workers and certified child welfare
social workers, as defined under Section 62A-4a-107.1 employed by the state shall comply with
Section 67-19-12 except that:
(1) the department shall determine a classification plan which reflects the professional skill
and specialized nature of child welfare work;
(2) the state salary ranges for certified child welfare social service workers and certified child
welfare social workers shall be based on a survey of salary ranges and a survey of benefits of
similarly trained and educated public child welfare professionals in surrounding states; and
(3) when determining compensation, the director shall consider the compensation under
Subsection (2), internal comparisons, and other factors in order to allow the state to recruit and retain
the highest qualified certified child welfare social service workers and certified child welfare social
workers.
