H.B. 246 Enrolled
This act provides a $75,000 appropriation to be used by the Substitute Teaching Institute at
Utah State University on matters related to the available supply, quality, recruitment,
training, and use of substitute teachers in the state's public schools. The act takes effect July
1, 2001.
This act enacts uncodified material.
Be it enacted by the Legislature of the state of Utah:
Section 1. Appropriation.
(1) There is appropriated from the General Fund for fiscal year 2001-02 only, $75,000 to
Utah State University to be used by the Substitute Teaching Institute for the following purposes:
(a) to collect and compile current statistics on the available supply, qualifications, training,
and use of substitute teachers within the State System of Public Education;
(b) to identify and evaluate current policies of the state's 40 school districts on recruiting,
training, using, and retaining substitute teachers within the state;
(c) to determine and describe how school and school district policies relate to the quantity,
quality, and use of substitute teachers in the state's public schools; and
(d) to document and recommend to schools and school districts practices and procedures
that would enable them to consistently monitor the recruitment, training, use, and retention of
substitute teachers within the state.
(2) (a) The institute shall make a preliminary report of its activities under Subsection (1)
to the Legislature's Education Interim Committee prior to November 30, 2001, and to the State
Board of Education and the state's local school boards.
(b) It is anticipated that the institute's activities under this section will assist schools in
enhancing the quality of education that occurs when a substitute teacher is in the classroom.
Section 2. Effective date.
This act takes effect on July 1, 2001.
