RE-REFERRING BILLS TO COMMITTEE

                  This House resolution of the Legislature revises House rules to outline the process of
                  re-referring bills to committee. This House resolution provides an effective date.
                  This resolution affects legislative rules as follows:
                  REPEALS AND REENACTS:
                      HR-25.11
                  Be it resolved by the House of Representatives of the state of Utah:
                      Section 1. HR-25.11 is repealed and reenacted to read:
                       HR-25.11. Re-referring Bills to Committee.
                      [Any bill may be returned to a committee by a majority vote of the members of the House
                  of Representatives present, at any time prior to its passage on the third reading calendar.]
                      A bill that has been referred to a standing committee may be re-referred as follows:
                      (1) by the presiding officer;
                      (2) upon motion from the floor; and
                      (3) if a bill has been reported back by the committee to which it was assigned with the
                  recommendation that it be re-referred to the House Rules Committee.
                      Section 2. Effective date.
                      This resolution takes effect upon approval by a constitutional majority vote of all members
                  of the House of Representatives.
