REPEAL OF PUBLIC WORKS PROGRAMS

             5      This act modifies the Public Welfare Title. This act repeals obsolete provisions governing
             6      a public works program required by federal laws enacted in response to the 1932 depression.
             7      This act affects sections of Utah Code Annotated 1953 as follows:

             41      Be it enacted by the Legislature of the state of Utah:
             42          Section 1. Repealer.
             43          This act repeals:
             44          Section 55-3-1, Public projects or service subject to industrial recovery program.
             45          Section 55-3-2, Construction of provisions.
             46          Section 55-3-2.5, Bond issues governed by Municipal Bond Act.
             47          Section 55-3-6, Application of proceeds.
             48          Section 55-3-7, Value of service rendered political subdivision by project paid from
             49      current funds.
             50          Section 55-3-10, Rates for service to be reasonable and uniform -- May be revised.
             51          Section 55-3-15, Fiscal year for segregation and application of revenue.
             52          Section 55-3-16, Supervision by commission -- Proceedings authorizing bonds.
             53          Section 55-3-17, Project accounts -- Annual reports -- Filing.
             54          Section 55-3-18, Contents of ordinance or enactment.
             55          Section 55-3-19, Impairment of lien or contract.
             56          Section 55-3-20, Liberal construction of provisions.
             57          Section 55-3-21, Severability of provisions.
             58          Section 55-3-22, Effective date.


             59          Section 55-3-25, Agencies, officers, employees -- Appointment -- Powers, duties,
             60      compensation fixed by governor.
             61          Section 55-3-26, Expenditures from Emergency Relief Fund authorized.
             62          Section 55-3-28, Program of public works.
             63          Section 55-3-29, Construction and financing -- Acquiring, selling and leasing property
             64      -- Rules -- Penalty for violation.
             65          Section 55-3-30, Powers of political subdivisions, singly or in combination, to
             66      participate in National Industrial Recovery Act.
             67          Section 55-3-31, Authorizing governor to pledge faith and credit of state.
             68          Section 55-3-32, Right of way over state land -- Acquiring -- Reversion to state on
             69      abandonment.
