JOINT RULES RESOLUTION - REFERENCE
2 TO MASON'S MANUAL
3 2001 GENERAL SESSION
4 STATE OF UTAH
5 Sponsor: Wayne A. Harper
6 This joint resolution modifies House rules by establishing Mason's Manual of Legislative
7 Procedure as a reference for parliamentary procedure. This resolution takes effect upon
8 passage by the House and Senate.
9 This resolution affects legislative rules as follows:
10 REPEALS AND REENACTS:
11 JR 11.01
12 Be it resolved by the Legislature of the state of Utah:
13 Section 1. JR 11.01 is repealed and reenacted to read:
14 JR-11.01. Mason's Manual of Legislative Procedure; Reference.
15 [Where not otherwise specified in these rules, the proceedings of the Legislature, their
16 committees, and subcommittees shall be conducted in accordance with Mason's Manual of
17 Legislative Procedure.] In addition to legislative rules, the presiding officer may use Mason's
18 Manual of Legislative Procedure as a reference when a question arises about parliamentary
19 practice, legislative process, or legislative procedure that is not resolved by reference to legislative
20 rules.
21 Section 2. Effective date.
22 This resolution takes effect upon approval by a constitutional majority vote of all members
23 of the Senate and House of Representatives.
