RESOLUTION ON RENT MORATORIUM

DURING THE OLYMPICS

2001 GENERAL SESSION

STATE OF UTAH

Sponsor: Ron Allen

                  This joint resolution of the Legislature urges owners of rental properties in communities
                  near 2002 Olympic Winter Games venues to limit rental increases, not evict tenants in the
                  months preceding the games, and allow renters to renew long-term leases.
                  Be it resolved by the Legislature of the state of Utah:
                      WHEREAS, the state of Utah is proud to welcome visitors from throughout the world to
                  the 2002 Olympic Winter Games and enjoy the state's hospitality;
                      WHEREAS, there will be great need for accommodations for the many visitors to the 2002
                  Olympic Winter Games;
                      WHEREAS, owners of rental properties, who have made considerable financial investment
                  in their property, will play a crucial role in fostering the state's image of fairness and opportunity;
                      WHEREAS, owners of rental properties are encouraged to limit rental increases during the
                  12 months preceding the Olympic Games and during the games;
                      WHEREAS, owners of rental properties should not evict tenants in the months preceding
                  the Olympic Games to rent to Olympic visitors; and
                      WHEREAS, the success of the 2002 Olympic Winter Games for the state of Utah and those
                  who visit the state will be measured to a significant degree by the good will engendered between
                  Utahns and its visitors:
                      NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah strongly
                  encourages owners of rental properties to limit rental increases in the 12 months preceding the
                  2002 Olympic Winter Games and during the games to amounts no more than cost-of-living
                  increases.
                      BE IT FURTHER RESOLVED that the Legislature strongly urges owners of rental
                  properties to not evict tenants in the months preceding the 2002 Olympic Winter Games for the
                  purpose of renting to Olympic visitors, and that all renters be given the option to renew long-term

                  leases expiring in 2001 through the period of the Olympic Games.
                      BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Salt Lake
                  Apartment Association and the Northern Utah Apartment Association.
