CONTRIBUTIONS OF RICHARD V. STRONG

             6      This joint resolution recognizes the outstanding contributions of Richard V. Strong to the
             7      Legislature. The resolution recognizes his 30 years of legislative service, including 15 years
             8      as the director of the Office of Legislative Research and General Counsel, and wishes him
             9      well in his future endeavors.
             10      Be it resolved by the Legislature of the state of Utah:
             11          WHEREAS, Richard V. Strong began his service with the Utah Legislature in 1971;
             12          WHEREAS, in 1985, Mr. Strong was named director of the Office of Legislative Research
             13      and General Counsel;
             14          WHEREAS, Mr. Strong's service to the Legislature was distinguished by enthusiasm,
             15      commitment to excellence, willingness to tackle difficult challenges, and integrity;
             16          WHEREAS, throughout his many years in state service, Mr. Strong demonstrated
             17      professionalism and a determination to provide the best service to legislators;
             18          WHEREAS, Mr. Strong managed a professional legislative staff office of nearly 60
             19      employees whose service to the Legislature was greatly enhanced by his faith, support, and loyalty;
             20          WHEREAS, Mr. Strong led by example in serving the needs of 104 legislators and
             21      responding with professionalism to their unique needs;
             22          WHEREAS, Mr. Strong's leadership and management of the office brought considerable
             23      credibility to the state's legislative process;
             24          WHEREAS, Mr. Strong routinely deflected praise for the Office of Legislative Research
             25      and General Counsel's performance to his staff;
             26          WHEREAS, Mr. Strong presided during a time of great change in the technological tools
             27      used by staff to serve the Legislature;


             28          WHEREAS, Mr. Strong facilitated these technological advances, encouraging development
             29      of online access to legislative information for the Legislature and the public;
             30          WHEREAS, Mr. Strong helped staff to adapt to these changes and to continually improve
             31      the manner in which it met the needs of legislators;
             32          WHEREAS, Mr. Strong accepted, on behalf of the office, the 1998 Roy B. Gibson
             33      Freedom of Information Award from the Utah Headliners Chapter of the Society of Professional
             34      Journalists, for making the Utah Legislature website one of the very best, most useful legislative
             35      websites in the nation;
             36          WHEREAS, Mr. Strong worked with genuine enthusiasm for the people he served, the
             37      legislative process, and the challenges he tackled on behalf of the Legislature;
             38          WHEREAS, Mr. Strong's commitment to excellence was of great benefit to legislators and
             39      the public and served as a guiding influence to his staff;
             40          WHEREAS, Mr. Strong's actions in service to the Legislature clearly demonstrated that
             41      integrity came before all else; and
             42          WHEREAS, the Legislature as an institution will long bear the mark of Mr. Strong's steady
             43      leadership behind the scenes in support of the Legislature:
             44          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
             45      recognize the outstanding contributions of Richard V. Strong to the success of the Legislative
             46      Branch in carrying out its duty to serve the needs of the citizens of Utah.
             47          BE IT FURTHER RESOLVED that the Legislature of the state of Utah wish Richard and
             48      his family well in all their future endeavors.
             49          BE IT FURTHER RESOLVED that a copy of this resolution be presented to Richard V.
             50      Strong.
