Representative Ferry proposes the following amendments:
1. Page 1, Line 15: Delete "Before" and insert "Unless the House member has filed the conflict of interest form required by JR-16.05, before" and after "speaking" insert "or voting"
2. Page 1, Lines 20-22: Delete lines 20-22.
