First Substitute S.J.R. 11

Senator Ed P. Mayne proposes the following substitute bill:

1 RESOLUTION SUPPORTING AMERICA'S
2 DOMESTIC STEEL INDUSTRY
3 2002 GENERAL SESSION
4 STATE OF UTAH
5 Sponsor: Ed P. Mayne
6 This joint resolution of the Legislature expresses support for emergency measures needed
7 to save the American steel industry.
8 Be it resolved by the Legislature of the state of Utah:
9 WHEREAS, the American steel industry is in jeopardy of being eliminated from the United
10 States due to imported and illegal dumping of steel in America;
11 WHEREAS, foreign countries that sell government-subsidized steel at below United States
12 market prices improve their own economies, while hurting American business and putting
13 American steelworkers out of work;
14 WHEREAS, existing laws in the United States regarding steel dumping are neither
15 enforced nor strict enough, have forced 18 United States steelmakers to file for bankruptcy
16 protection, and have resulted in the loss of tens of thousands of American steelworker jobs;
17 WHEREAS, the American steel industry plays a vital role in the nation's defense and
18 economic well being; and
19 WHEREAS, the total collapse of the American steel industry could have a devastating
20 effect on manufacturers, businesses, and communities that depend on steel:
21 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
22 expresses support for emergency measures that need to be taken to save the American steel
23 industry.
24 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the President of the
25 United States, the President of the United States Senate, the Speaker of the United States House

26 of Representatives, and the members of Utah's congressional delegation.
