Representative Swallow requested that a member of the committee make a motion to adopt 1st Substitute H.B. 82.
MOTION: Representative Bryson moved to adopt 1st Substitute H.B. 82. The motion passed unanimously with Representatives Bennion, Daniels, and Hendrickson absent for the vote.
Representative Swallow proceeded to introduce the bill and explain its intent. Speaking in favor of the bill was Carrie Dickson, citizen, Sarah Thompson, Utah Gun Owners Association, and Charles Hardy, Gun Owners of Utah. Speaking to the bill was Rick Schwermer, Administrative Office of the Courts.
MOTION: Representative Daniels moved to amend:
1. Page 2, Line 27: After may delete not
2. Page 2, Line 27: After charge a insert nominal
3. Page 2, Line28: After (2)(b)(i) insert the fee may not exceed the actual cost of the storage facility
The motion failed 3-6-4, with Representatives Arent, Daniels, and Hendrickson voting in favor of the motion, Representatives Bennion, Bryson, Ferry, Thompson, Ferrin and Way voting in opposition to the motion, and Representatives Bigelow and Tyler absent for the vote.
MOTION: Representative Bryson moved to pass the substitute bill out favorably. The motion passed 7-2-4, with Representatives Bennion, Bryson, Ferry, Ferrin, Hendrickson, Thompson and Way voting in favor of the motion, Representatives Arent and Daniels voting in opposition to the motion, and Representatives Bigelow and Tyler absent for the vote.
H.B. 350 Driver License Restrictions (M. Throckmorton)
Representative Throckmorton introduced the bill and explained its intent.
Speaking in opposition to the bill was Marci Diaz, Utah Hispanic Republican Assembly, Yvette D. Diaz, Governors Hispanic Advisory Council.
MOTION: Representative Bryson moved to pass the bill out favorably.
