Chair Murray called the meeting to order at 8:10 a.m.

MOTION:    Representative Young moved to approve the minutes of the January 24, 2002 committee meeting. The motion passed unanimously with Representative Bush, Representative Dillree, and Representative Morgan absent for the vote.


S.B. 39    Highway Designation (P. Knudson)

Senator Knudson explained the bill to the committee with the assistance of Mr. Ralph Nielsen, Nielsen's Farm, and distributed a handout.

Ms. Beth Gurrister and Ms. Susan Thackarey, Box Elder Economic Development, spoke in support of
the bill.

MOTION:    Representative Adair moved to pass the bill out favorably. The motion passed unanimously with Representative Dillree and Representative Morgan absent for the vote.


H.B. 273    Designation of I-80 (D. Bush)

Representative Bush explained the bill to the committee and distributed a handout.

Terry Schow, Director - Veteran Affairs, and David K. Miles, Operations Engineer - Utah Department of Transportation, spoke in support of the bill.

MOTION:    Representative Beshear moved to pass the bill out favorably. The motion passed unanimously with Representative Dillree absent for the vote.

MOTION:    Representative Bush moved to place the bill on the Consent Calendar. The motion passed unanimously with Representative Dillree absent for the vote.


S.B. 98    Outdoor Advertising Amendments (M. Waddoups)

Senator Waddoups explained the bill to the committee.

Mr. H. Craig Moody, Reagan Outdoor Advertising, and Ms. Linda T. Hull, Legislative and Government Affairs Director - Utah Department of Transportation, spoke in support of the bill.

MOTION:    Representative Morgan moved to pass the bill out favorably. The motion passed unanimously with Representative Bush absent for the vote.


1st Substitute H.B. 67    Penalty for Distracted Driving (K. Holdaway)

This bill was introduced to the committee in the meeting of January 24, 2002 when a substitute to the bill was adopted.

Representative Holdaway explained the bill to the committee.

MOTION:    Representative Adair moved to amend the bill as follows:

1.    Page 1, Line 16:    After "machine" insert ", unless being used with a hands-free device"

2.    Page 1, Line 21:    At the end of line 21 delete "or"

3.    Page 1, Line 22:    After "material" insert "; or (h) adjusting a radio, CD player, cassette player"

    The motion passed unanimously.


MOTION:
    Representative Holdaway moved to amend the bill as follows:

    Page 2, Lines 28-31:    Delete lines 28 through 31

    The motion failed with the voting as follows: Representative Adair, Representative Beshear,     Representative Dillree, Representative Young, and Representative Murray voted no.     Representative Bush, Representative Morgan, Representative Siddoway, and Representative     Holdaway voted yes.
    
MOTION:    Representative Adair moved to pass the substitute bill out favorably as amended. The motion passed with Representative Bush voting no.


MOTION: Representative Young moved to adjourn the meeting. The motion passed unanimously.

Chair Murray adjourned the meeting at 8:41 a.m.
