BOW HUNTER SAFETY

5 This act modifies the Wildlife Resources Code to allow the Wildlife Board to require a
6 bow hunter education course as a prerequisite for obtaining certain types of archery
7 permits, and to allow the Wildlife Board to make rules implementing this provision. This
8 act allows the Wildlife Board to set fees for the bow hunter education course.
9 This act affects sections of Utah Code Annotated 1953 as follows:
10 AMENDS:
11 23-19-12.7, as enacted by Chapter 166, Laws of Utah 1998
12 23-19-13, as last amended by Chapter 120, Laws of Utah 1995
13 Be it enacted by the Legislature of the state of Utah:
14 Section 1. Section 23-19-12.7 is amended to read:
15 23-19-12.7. Instruction in bow hunter education -- Issuance of certificate of
16 completion.
17 (1) The division shall establish criteria for a bow hunter education course, which may
18 be offered by any entity that meets the division's criteria.
19 (2) The bow hunter education course shall include instruction in:
20 (a) the safe use of bow hunting equipment;
21 (b) fundamentals of bow hunting;
22 (c) shooting and hunting techniques; and
23 (d) hunter ethics.
24 (3) The division shall issue a certificate of completion to a participant upon successful
25 completion of a bow hunter education course which meets the requirements of this section and
26 criteria established by the division.
27 (4) The Wildlife Board may make the successful completion of a state or nationally

28 recognized bow hunter education course a prerequisite to obtaining specified types of archery
29 permits.
30 (5) The Wildlife Board may make rules to implement Subsection (4) in accordance
31 with Title 63, Chapter 46a, Utah Administrative Rulemaking Act.
32 Section 2. Section 23-19-13 is amended to read:
33 23-19-13. Hunter, bow hunter, and furharvester education training -- Fee.
34 The Wildlife Board shall establish the fees to be assessed for obtaining instruction in
35 hunter education, bow hunter education, and furharvester education.
