JOINT RULES RESOLUTION - REPORT OF

             6      This resolution modifies Joint Rules governing joint committees by requiring that the
             7      chair verbally announce the result of the vote and verbally identify either those members
             8      who voted "yes" or those members who voted "no." This resolution allows dissenting
             9      committee members to file a separate report or be listed on the majority report as
             10      dissenters. This resolution takes effect immediately.
             11      This resolution affects legislative rules as follows:
             12      ENACTS:
             13          JR-3.06
             14      Be it resolved by the Legislature of the state of Utah:
             15          Section 1. Section JR-3.06 is enacted to read:
             16          JR-3.06. Voting -- Chair to Verbally Announce the Vote -- Dissenting Members to
             17      be Reported.
             18          (1) After the committee votes, the chair shall:
             19          (a) determine whether the motion passed or failed;
             20          (b) verbally announce that the motion passed or that the motion failed; and
             21          (c) verbally identify by name either the committee members who voted "yes" or the
             22      committee members who voted "no."
             23          (2) Members dissenting from a committee report may file a minority report or may be
             24      listed on the majority report as dissenting.
             25          Section 2. Effective date.
             26          This resolution takes effect upon approval by a constitutional majority vote of all
             27      members of the Senate and House of Representatives.
