HOUSE RULES RESOLUTION REQUIRING
2 POLITICAL CAUCUSES TO BE OPEN
3 2003 GENERAL SESSION
4 STATE OF UTAH
5 Sponsor: Scott Daniels
6 This resolution modifies House Rules by requiring all caucuses to be open unless closed
7 according to the procedures and requirements of the Open and Public Meetings Act.
8 This resolution takes effect immediately.
9 This resolution affects legislative rules as follows:
10 ENACTS:
11 HR-20.09
12 Be it resolved by the House of Representatives of the state of Utah:
13 Section 1. HR-20.09 is enacted to read:
14 HR-20.09.
15 (1) Each meeting of a majority or minority political party caucus of members of the
16 House shall be open to the public except:
17 (a) organizational meetings to elect officers of the caucus and the House; and
18 (b) meetings to discuss matters permitted in closed meetings as set forth in Utah Code
19 Annotated Section 52-4-5 .
20 (2) Each caucus shall comply with the procedures and requirements of Title 52,
21 Chapter 4, Open and Public Meetings, when convening closed meetings.
22 Section 2. Effective date.
23 This resolution takes effect upon approval by a constitutional majority vote of all
24 members of the House of Representatives.
