SENATE RULES RESOLUTION - QUORUM IN
2 SENATE COMMITTEE
3 2003 GENERAL SESSION
4 STATE OF UTAH
5 Sponsor: Lyle W. Hillyard
6 This resolution modifies Senate Rules governing quorums by exempting certain members
7 of majority and minority leadership from being counted in determining a quorum in
8 certain circumstances. This act takes effect immediately.
9 This resolution affects legislative rules as follows:
10 AMENDS:
11 SR-24.11
12 Be it resolved by the Senate of the state of Utah:
13 Section 1. SR-24.11 is amended to read:
14 SR-24.11. Committee Attendance; Quorum.
15 (1) A majority of any committee or subcommittee constitutes a quorum for the
16 transaction of business.
17 (2) The President, Majority Leader, Majority Whip, Assistant Majority Whip, Senate
18 Rules Committee Chair, Senate Appropriations Committee Chair, Minority Leader, Minority
19 Whip, and Assistant Minority Whip, and the fourth member of leadership from the minority
20 party are not counted in determining a quorum for standing committees, except for meetings
21 that the legislator actually attends.
22 Section 2. Effective date.
23 This resolution takes effect upon approval by a constitutional majority vote of all
24 members of the Senate.
