Sen. Evans called the meeting to order at 3:40 p.m.

1. MOTION: Sen. Blackham moved to approve the minutes of January 30, 2003.
        
    The motion passed with Sen. B.Evans and Sen. Julander absent at the time of the voting.

2.    S .B. 60 HEALTH CARE - UNIFORM DATA FORMATTING STANDARDS (Sen. G. Bell)


    
S.B. 60 was not discussed.     
3.     S.B. 53 AMENDMENTS TO CONTROLLED SUBSTANCE ACT
(Sen. P. Knudson)

    
Sen. Knudson presented the bill to the committee.

    
Steven Davis, Investigator, Division of Professional Licensing, spoke in favor of the bill.

     MOTION: Sen. Blackham moved to pass S. B. 53 out of the committee with a favorable recommendation.

    The motion passed unanimously with Sen. Jenkins absent at the time of the vote.

4.     SCR 2 RESOLUTION REGARDING CLINICAL TRIALS FOR WOMEN'S HEALTH CARE (Sen. P. Julander)     

    Sen. Julander introduced the bill to the committee.

    Dr. Cynthia Jones, UMA/ObGny and Sylvia Rickard spoke in favor of the bill.

     MOTION: Sen. Allen moved to pass SCR 2 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. B. Evans and Sen. Jenkins absent at the time of the vote.

5.     S.B. 121 FEDERAL HEALTH INSURANCE PORTABILITY AND ACCOUNTABILITY ACT COMPLIANCE AMENDMENTS          (Sen. P. Knudson)

    
Sen. Knudson presented the bill to the committee.

    Doug Springmeyer, Utah Department of Health, spoke to the bill. Morris Linton, Intermountain Health Care, and Dave Gessel, Utah Hospital Association, spoke in favor of the bill.

    MOTION: Sen. Julander moved to pass S.B. 121 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. B. Evans and Sen. Jenkins absent at the time of the vote.

6.     S. B. 134 PROMOTION OF PREVENTATIVE HEALTH CARE (Sen. P. Julander)

    
Sen. Julander presented the bill to the committee.


    Dr. Cynthia Jones, MD; Judy Hilman, Utah Issues; and Dr. Lauren Florence, MD, spoke in favor of the bill.

    Suzette Green-Wright, UID spoke to the bill.

    Kelly Atkinson, Utah Health Insurance Association; Ron Casper, National Federation of Independent Businesses; and Jennifer Connaday, Blue Cross Blue Shield, spoke against the bill.

    MOTION: Sen. Allen moved to pass S.B. 134 out of committee with a favorable recommendation.

    The motion failed with Sen. Allen, Sen. Julander, and Sen. J. Evans voting in favor and Sen. Blackham, Sen. B. Evans and Sen. Thomas voting against. Sen. Jenkins and Sen. Knudson were absent at the time of the vote.

7.     1st Sub.H.B. 34 AMENDMENTS TO CHILD WELFARE LEGISLATIVE OVERSIGHT PANEL (Rep. M. Morley)

    
Rep. Morley presented the bill to the committee.

    Sen. Chris Buttars spoke in favor of the bill.

    MOTION: Sen. B. Evans moved to pass 1st Sub S.B. 34 out of the committee with a favorable recommendation.

    The motion passed unanimously with Sen. Jenkins and Sen. Knudson absent at the time of the vote.

     MOTION: Senator Blackham moved to adjourn.

    The motion passed unanimously with Sen. Jenkins and Sen. Knudson absent at the time of vote.
