    Sen. J. Evans called the meeting to order at 9:20 a.m.

1.    MOTION: Sen. Allen moved to approve the minutes of February 6, 2003.

    The motion passed unanimously with Sen. Jenkins and Sen. Knudson absent at the time of the vote.
    
2.    S.B. 132 CHILD SUPPORT AND PATERNITY AMENDMENTS (Sen. L. Hillyard)

     MOTION: Sen. Thomas moved to adopt 1st Sub. S.B. 132.

    The motion passed unanimously with Sen. Kundson absent at the time of the vote.

    Sen. Hillyard presented the bill to the committee.

    Emma Chacon, Office of Recovery Services spoke to the bill.



    Carma Dixon, Office of the Attorney General, spoke to the bill.

    Brent Holdaway, FOCUS, recommended amendments to the bill.

     MOTION: Sen. Allen moved to pass 1st Sub SB 132 out of committee with a favorable recommendation.

    The motion passed with all present voting in favor except Sen. Jenkins who voted in opposition.

3.     S.B. 134 PROMOTION OF PREVENTATIVE HEALTH CARE (Sen. P. Julander)

     MOTION: Sen. Allen moved to adopt 2nd Sub S.B. 134.

    The motion passed with all present voting in favor.

    Sen. Julander presented the substitute bill to the committee.

    John T. Nielsen, Utah Health Insurance Association, spoke against the bill.

    MOTION: Sen. Allen moved to pass 2nd Sub. S.B. 134 out of committee with a favorable recommendation.

    The motion passed with all voting in favor except Sen. Jenkins and Sen Thomas who voted in opposition.

     MOTION: Sen. Jenkins moved to adjourn.

    The motion passed with all present voting in favor.

    Chair J. Evans adjourned the meeting at 10:05 a.m.
