    Chair J. Evans called the meeting to order at 8:20 a.m.

1.    MOTION: Sen. Allen moved to approve the minutes of February 11, 2003.

    The motion passed with Sen. B. Evans, Sen. Jenkins, Sen. Knudson and Sen. Thomas absent at the time of the vote.
    
2.    S.B. 162 MEDICAL BENEFITS RECOVERY ACT AMENDMENTS ( D. Steele)
    


    Sen. Steele presented the bill and distributed a handout. Emma Chacon, Office of Recovery Services, spoke in support.

    MOTION: Sen. Julander moved to pass S.B. 162, Medical Benefits Recovery Act Amendments (D. Steele), out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Knudson, and Sen. Thomas absent at the time of the vote.

3. H.B. 106 FOSTER CARE GUIDANCE THROUGH PROVIDERS CONTRACTS
    (M. Dayton)

    Rep. Margaret Dayton presented the bill. Robin Arnold-Williams, Executive Director, Department of Human Services, spoke in support.

     MOTION: Sen. Allen moved to pass H.B. 106, Foster Care Guidance Through Providers Contracts (M. Dayton), out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Knudson and Sen. Thomas absent at the time of the vote.

4    H.B. 160 EMERGENCY HEALTH RESPONSE AMENDMENTS (    M. Dillree)

    
Rep. Marda Dillree presented the bill.

    MOTION:
Sen. B. Evans moved to adopt the following amendments to H.B. 160, Emergency Health Response Amendments (M. Dillree):

1.    Page 9, Line 262:    After line 262 insert "(3) The immunity in Subsection (2) is in addition to any immunity or protection in state or federal law that may apply."

2.    Page 13, Line 396:    After line 396 insert "(3) The immunity in Subsection (2) is in addition to any immunity or protection in state or federal law that may apply."

    The motion passed unanimously with Sen. Jenkins, Sen. Knudson and Sen. Thomas absent at the time of the vote.

    Myron Bateman, Local Health Departments, spoke in support.

    MOTION: Sen. B. Evans moved to moved to pass H.B. 160, Emergency Health Response Amendments (M. Dillree), out of committee as amended with a favorable recommendation.



    The motion passed unanimously with Sen. Jenkins, Sen. Knudson and Sen. Thomas absent at the time of the vote.

5.     H. B. 94 Utah Controlled Substances - Extraction and Reduction Labs (D. Bowman)

    Rep. Demar Bud Bowman presented the bill.

    MOTION: Sen. B. Evans moved to pass H.B. 94 Utah Controlled Substances - Extraction and Reduction Labs (D. Bowman) our of committee with a favorable recommendation.

    The motion passed unanimously Sen. Jenkins and Sen. Thomas absent at the time of the vote.

6.     S.B. 144 HEALTH INSURANCE - PROMPT PAYMENT AMENDMENTS
    (P. Knudson)

    Sen. Knudson presented the bill.

    MOTION: Sen. Knudson moved to adopt the following amendments to S.B. 144, Health Insurance - Prompt Payment Amendments (P. Knudson):

     1. Page 7, Line 185:     Reinstate "36" and delete "24"

    The motion passed unanimously with Sen. Jenkins and Sen. Thomas absent at the time of the vote.

    Jack Towsley, Vice president, Mountain Star Hospitals and Byron Okutsu, Director, University of Utah Hospital spoke in support. Kelly Atkinson, Executive Director, Utah Health Insurers; Jennifer Cannaday, Blue Cross/Blue Shield; and Marcus Johnson, Utah Association of Health Underwriters spoke in opposition.

    MOTION: Sen. Thomas moved to pass S.B. 144, Health Insurance - Prompt Payment Amendments (P. Knudson), out of committee as amended with a favorable recommendation.

    The motion passed with Sen. B. Evans voting in opposition and Sen. Jenkins absent at the time of the vote.


     MOTION: Sen. B. Evans moved to adjourn.



    The motion passed unanimously with Sen. Jenkins absent at the time of the vote.

    Chair J. Evans adjourned the meeting at 9:33 a.m.
