Chair Bramble called the meeting to order at 8:20 a.m.
APPROVAL OF MINUTES:
MOTION: Sen. Waddoups moved to approve the minutes of February 12th and 14th.
The motion passed with Sen. Blackham, Sen. Dmitrich and Sen. Stephenson absent at the time of the vote.
1. S.B. 200 STATE AUDITOR - EXPANSION OF DUTIES (Sen. M. Waddoups)
MOTION: Sen. Waddoups moved to amend S. B. 200 as follows:
1. Page 1, Line 9: After " changes." insert " This act includes a coordination clause."
2. Page 2, Line 45: After "Subsection 67-3-1" delete "(11)" and insert "(10)"
3. Page 3, Line 80: After "67-3-1" delete "(11)" and insert "(10)"
4. Page 10, Line 299: After Line 299 insert:
"Section 6. Coordination Clause
If this bill and H.B. 44, Substance Abuse and Mental Health Amendments, both pass, it is the intent of the Legislature that the cross reference in H. B. 44, Subsection 62A-15-103(2)(g)(iv) to "Subsection 67-3-1(2)(o)" be replaced with "Subsection 67-3-1(10)"."
The motion passed with Sen. Blackham and Sen. Dmitrich absent at the time of the vote.
Sen. Waddoups presented the amended bill to the committee.
Terry Trease, Citizen and Austin Johnson, Utah State Auditor, spoke in favor of the bill.
MOTION: Sen. Stephenson moved to pass S. B. 200, as amended, out of committee with a favorable recommendation.
The motion passed with Sen. Blackham and Sen. Gladwell absent at the time of the vote.
Sen. Stephenson assumed the chair.
2. S.B. 204 GOVERNMENT EMPLOYEES - PAY FOR UNITED STATES ARMED FORCES OR NATIONAL GUARD SERVICE TIME (C. Bramble)
Sen. Bramble presented the bill to the committee.
Mark Shirtleff, Utah State Attorney General , spoke in favor of the bill.
MOTION: Sen. Bramble moved to pass S.B. 204 out of committee with a favorable recommendation.
The motion passed with Sen. Blackham, Sen. Gladwell and Sen. Waddoups absent at the time of the vote.
3. S.B. 240 TERM LIMITS REPEAL (Sen. C. Bramble)
Sen. Bramble presented the bill to the committee.
Sandy Peck, League of Woman Voters, spoke in favor of the bill.
MOTION: Sen. Bell moved to pass S. B. 240 out of committee with a favorable recommendation.
The motion passed with Sen Stephenson voting against and Sen. Dmitrich and Sen. Waddoups absent at the time of the vote.
5. S.B. 179 NOTICE OF CLAIM OF GOVERNMENTAL IMMUNITY (Sen. Gladwell)
MOTION: Sen. Gladwell moved to amend the bill as follows:
1. Page 3, Line 70: Delete Line 70
2. Page 3, Line 71: Reinstate "(b)" and after "(b)" insert "(i)" and reinstate "The" and delete "(i) ensure that the " and after "claim" reinstate "shall be" and delete "is"
3. Page 3, Line 72: After "guardian" delete "; and" and insert "."
4. Page 3, Line 73: After "(ii)" insert "The claimant shall"
The motion pssed with Sen. Bell, Sen. Dmitrich and Sen. Waddoups absent at the time of the vote.
MOTION: Sen. Gladwell moved to amend the bill as follows:
1. Page 1, Line 22: After "by" delete "registered" and insert "certified"
2. Page 3, Line 78: After "(D) the" delete "president" and insert "chair" and after "board" insert "of trustees"
The motion passed with Sen. Allen, Sen. Dmitrich and Sen. Waddoups absent at the time of the vote.
MOTION: Sen. Bell moved to pass S. B. 179, as amended, out of committee with a favorable recommendation.
