APPROVAL OF MINUTES:

    MOTION:
Sen. Dmitrich moved to approve the minutes of February 18th .

    The motion passed unanimously with Sen. Waddoups absent at the time of the vote.

1.     S.B. 182 INDIVIDUAL INCOME TAX - CONTRIBUTION TO BOYS AND GIRLS CLUBS OF AMERICA (Sen. D. C. Buttars)

    
Sen. Buttars presented the bill to the committee.

    Ellen Betot, Community Coordinator, Boys and Girls Clubs;Erumis Urena, Social Skills Specialist, Boys and Girls Club; Nancy Workman, Mayor, Salt Lake County; Robert Bergman, President, Boys and Girls Club and Ray Short, Boys and Girls Club all spoke in favor of the bill.
    

    Senator Bramble declared a conflict of interest.

    MOTION: Sen. Dmitrich moved to pass S. B. 182 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Waddoups absent at the time of the vote.

2.     S.B. 180 EMERGENCY MEDICAL SERVICES (Sen. C. Bramble)

    MOTION:
Sen. Bramble moved to adopt 1st Sub S.B. 180.

    The motion passed unanimously with Sen. Waddoups absent at the time of the vote.

     MOTION: Sen. Bramble moved to amend the bill as follows:

1.     Page 5, Line 146:            After “that” delete “nonemergency” and insert
        “non



    The motion passed unanimously with Sen. Waddoups absent at the time of the vote.

    Allen Dayton, Deputy Mayor; Nancy Workman, Mayor, Salt Lake County; Dennis Nordfelt, Mayor West Valley City; Don Berry, Salt Lake County Fire Chief; Tom Dolan, Mayor Sandy; Doug Springmeyer, Assistant Attorney General spoke to the bill. Cory Porter, Prove City Fire Chief; Dave Gessel, Hospital Association all spoke in favor of the bill.

    Mike Moffit, Gold Cross Service; Ron Casper, National Federation of Private Business, and Laura Snyder, owner, Wendover Ambulance Service spoke in opposition.    

    MOTION:
Sen. Bell moved to pass 1st Sub. S.B. 180, as amended, out of committee with a favorable recommendation .

    The motion passed with Sen. Stephenson voting against and Sen. Waddoups absent for the vote.

    Sen. Bramble assumed the chair.

3.     S.B. 226 STATE TAX COMMISSION AMENDMENTS (Sen. H. Stephenson)

    
Sen. Stephenson presented the bill to the committee.

    Mark Buchi, Tax Attorney; Marc Johnson, Tax Commission; Lee Peacock, President, Utah Petroleum Association; Lee Gardner, Salt Lake County Assessor; Arthur L. Partridge, Washington County Assessor; and Kelly Wright, Morgan County Attorney spoke to the bill.

    MOTION: Sen. Bell moved to pass S.B. 226 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Dmitrich and Sen. Waddoups absent at the time of the vote.

4.     S.B. 149 BONDING LAW AMENDMENTS - STATE FINANCING CONSOLIDATION ACT (Sen. L. Blackham)

    
Sen. Bramble presented the bill to the committee.

    
Kent Mitchie, Public Finance Department, Zions Bank spoke to the bill.

    MOTION: Sen. Bell moved to pass S. B. 149 out of committee with a favorable recommendation.


    The motion passed unanimously with Sen. Dmitrich and Sen. Waddoups absent for the vote.

5.     S.B. 30 UTAH ADMINISTRATIVE RULEMAKING ACT AMENDMENTS (Sen. H. Stephenson)

    
Sen. Stephenson presented the bill to the committee.

    Bruce Johnson, Commissioner, Tax Commission and Art Hunsaker, Policy Analyst, Office of Legislative Research and General Council, spoke to the bill. Karen Silver, Salt Lake Community Action Program spoke in opposition.

    MOTION: Sen. Bell moved to pass S. B. 30 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Dmitrich absent for the vote.

6.     S.B. 224 USE OF TRANSPORTATION FUND (Sen. S. Jenkins)

    Sen. Jenkins presented the bill to the committee.

     MOTION: Sen. Bell moved to amend the bill as follows:

1.     Page 1, Line 8:    Delete “$5.6" and insert “$6.1"

2.     Page 1, Line 9:    After “for” insert “cast” and delete “for” and insert “of"

3.     Page 1, Line 20    Delete “$5,600,000" and insert “$6,100,000"        

    
The motion passed with Sen. Waddoups voting against and Sen. Dmitrich absent at the time of the vote.

    MOTION:
Sen. Stephenson moved to pass S.B. 224, as amended, out of committee with a favorable recommendation.

    The motion failed with Sen. Allen, Sen. Dmitrich and Sen. Waddoups voting against.

    MOTION:
Sen. Waddoups moved to adjourn.

    The motion passed.

    Chair Bramble adjourned the meeting at 9:53 a.m.
