Chair Bramble called the meeting to order at 7:14 a.m.
    
APPROVAL OF MINUTES:

    MOTION:
Sen. Allen moved to approve the minutes of February 21st, 25th , and 26th.

    The motion passed with Sen. Blackham, Sen. Dmitrich, and Sen. Gladwell absent at the time of the vote.

1.     SJR 12 JOINT RULE RESOLUTION - REVIEW AND FISCAL NOTING OF TAX EXEMPTIONS (Sen. L. Hillyard)

    MOTION:
Sen. Stephenson moved to refer SJR 12 to the Rules Committee.


    The motion was withdrawn.
        
2.     S. B. 213 AMENDMENTS TO SALES AND USE TAX (Sen. E. Mayne)

    MOTION:
Sen. Blackham moved to adopt 1st Sub. S. B. 213.

    The motion passed unanimously with Sen. Dmitrich absent at the time of the vote.

    
Sen. Mayne and Rep. R. Becker presented the bill to the committee.

    Those speaking in support of the bill were, Tim Shult, Utah Issues and Jim Eldredge, Utah Education Association.

    Those speaking in opposition were, Greg Fredde, Utah Mining Association; Tom Bingham, Utah Manufactures Association; Craig Bickmore, Utah Auto Dealers Association; Wayne Jones, R.V. Association;         Jim Olson, Utah Food Industry Association; Gary Thorup, Holmes, Roberts and Owens; Wes Quinton, Public Policy, Utah Farm Bureau; Mark Fuellenbader, Publisher, Richfield Reaper; Mark Jerman,; Ray Allred, Farmer, Payson.

    MOTION: Sen. Blackham moved to pass 1st Sub S. B. 213 out of committee with a favorable recommendation.

    The motion passed with Sen. Bell and Sen. Stephenson voting against.

3.     S.B. 229 TAX AMENDMENTS ( Sen. J. Valentines)

    
S. B. 229 was not discussed .

4.     SJR 12, JOINT RULE RESOLUTION - REVIEW AND FISCAL NOTING OF TAX EXEMPTIONS (Sen. L. Hillyard)

Sen. Hillyard presented the bill to the committee

    MOTION: Sen. Blackham moved to adjourn.

    The motion passed unanimously.

    The Chair adjourned the meeting at 9:09 a.m.
