Committee Chair Steele called the meeting to order at 8:17 a.m.

     MOTION: Sen. Mayne moved to approve the minutes of February 19 and 21, 2003.

     The motion passed unanimously with Sens. Hickman and Knudson absent for the vote.
    
1.    S.B. 210 Surcharge on Moving Traffic Violations (M. Dmitrich)

    Committee Chair Steele announced that at the request of the sponsor S.B. 210 will not be heard.

     MOTION: Sen. Hickman moved that S.B. 210 be returned to Rules.

    The motion passed unanimously with Sen. Hale absent for the vote.

2.     H.B. 253 Powersport Dealer Association Amendments (B. Goodfellow)

    
Rep. Goodfellow explained the bill.

    Wayne Jones, Exec. Dir., Utah Powersport Vehicle Association, answered questions from the committee.





     MOTION: Sen. Stephenson moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Hickman, Knudson and Hale absent for the vote.

3.     H.B. 258 Motor Vehicle Business Regulation - Penalties (D. Clark)

    Rep. Clark explained the bill.

    Craig Bickmore, Utah Auto Dealers Association, and Wayne Jones, Independent Auto Dealers Association, spoke to the bill and answered questions from the committee.

     MOTION: Sen. Mayne moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Hale absent for the vote.

4.     H.B. 310 Transportation Planning Task Force (J. Dougall)

    
Rep. Dougall explained the bill.

    Darrell Cook, Director, Mountainland Association of Government; Chuck Chappell, Executive Director, Wasatch Front Regional Counsel; and Jodi Hoffman, Utah League of Cities and Towns; spoke in support of the bill.

     MOTION: Sen. Mayne moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Hickman and Knudson absent for the vote.

     MOTION: Sen. Mayne moved to adjourn.

The motion passed unanimously with Sen. Hale absent for the vote.

    Committee Chair Steele adjourned the meeting at 8:50 a.m.
