7 LONG TITLE
8 General Description:
9 This bill modifies the Transportation Code to amend the Department of Transportation
10 administration provisions.
11 Highlighted Provisions:
12 This bill:
13 . defines a metropolitan planning organization;
14 . requires the Department of Transportation to cooperate with metropolitan planning
15 organizations for transportation planning and project programming;
16 . requires that the department cooperate with metropolitan planning organizations
17 with contiguous boundaries, if those organizations have:
18 . coordinated transportation plans and improvement programs; and
19 . submitted joint comprehensive, integrated transportation plans to the
20 department; and
21 . provides that the governor and local units of government may redesignate or realign
22 metropolitan planning organizations if the governor h [
22a UNITS OF GOVERNMENT JOINTLY DETERMINE h that metropolitan
23 planning organizations have failed to cooperate and submit joint transportation
24 plans.

33 Be it enacted by the Legislature of the state of Utah:
34 Section 1. Section 72-1-208.5 is enacted to read:
35 72-1-208.5. Definition -- Cooperation with metropolitan planning organizations --
36 Cooperation in plans and programs required.
37 (1) As used in this section, "metropolitan planning organization" means an
38 organization established under 23 U.S.C. Sec. 134.
39 (2) The department shall cooperate with a metropolitan planning organization in the
40 metropolitan planning organization's responsibility to carry out a continuing, cooperative, and
41 comprehensive process for transportation planning and project programming.
42 (3) If a metropolitan planning organization has a contiguous boundary with another
43 metropolitan planning organization, the department shall cooperate with those organizations if
44 the metropolitan planning organizations have:
45 (a) coordinated project priorities, transportation plans, and transportation improvement
46 programs; and
47 (b) submitted joint priorities, plans, and programs to the department as comprehensive,
48 integrated transportation plans.
49 (4) Subject to the provisions of 23 U.S.C. Sec. 134, if the governor h [
49a AFFECTED LOCAL UNITS OF GOVERNMENT JOINTLY DETERMINE h that
50 metropolitan planning organizations have failed to meet the guidelines under Subsection (3),
51 the governor and local units of government may redesignate or realign the metropolitan
52 planning organizations.
