             7      LONG TITLE
             8      General Description:
             9          This resolution amends joint rules regarding the form of a bill or resolution's long title.
             10      Highlighted Provisions:
             11          This resolution:
             12          .    provides that long titles for bills and certain resolutions include a list of sections,
             13      legislative rules, or constitutional sections affected by the bill or resolution; and
             14          .    makes technical changes.
             15      Special Clauses:
             16          This resolution provides an immediate effective date.
             17      Legislative Rules Affected:

             24      Be it resolved by the Legislature of the state of Utah:
             25          Section 1. JR-4.05 is amended to read:
             26           JR-4.05. Form of Bills.
             27          Every bill shall contain:


             28          (1) a designation;
             29          (2) a short title;
             30          (3) the year and type of legislative session in which the bill is to be introduced;
             31          (4) the phrase "State of Utah";
             32          (5) the sponsor's name;
             33          (6) a long title[; (7)], which shall include a list of sections affected;
             34          [(8)] (7) an enacting clause;
             35          [(9)] (8) the subject matter, given in one or more sections; and
             36          [(10)] (9) special clauses including, if necessary, an effective date.
             37          Section 2. JR-4.06 is amended to read:
             38           JR-4.06. Form of Resolutions.
             39          Every resolution shall contain:
             40          (1) a designation;
             41          (2) a short title;
             42          (3) the year and type of legislative session in which the resolution is to be introduced;
             43          (4) the phrase "State of Utah";
             44          (5) the sponsor's name;
             45          (6) a long title[; (7)], which shall include a list of legislative rules or constitutional
             46      sections affected, if applicable;
             47          [(8)] (7) a resolving clause;
             48          [(9)] (8) preamble or statement of purpose or policy;
             49          [(10)] (9) basic provisions; and
             50          [(11)] (10) special clauses including, if necessary, an effective date.
             51          Section 3. JR-4.08 is amended to read:
             52           JR-4.08. Short Title and Long Title.
             53          Every bill shall have:
             54          (1) a short title which is a short, common description of the bill; and
             55          (2) a long title, which is a clear but brief general description of the subject matter in the
             56      bill that includes each section of the Utah Code affected by the bill.
             57          Section 4. JR-4.11 is amended to read:
             58           JR-4.11. List of Sections Affected.


             59          The list of sections affected in the long title of a bill shall cite the sections of statutes
             60      proposed to be amended, enacted, repealed and reenacted, renumbered and amended, and
             61      repealed.
             62          Section 5. Effective date.
             63          This resolution takes effect upon approval by a constitutional majority vote of all
             64      members of the Senate and House of Representatives.
