             7      LONG TITLE
             8      General Description:
             9          This joint resolution of the Legislature directs the Lieutenant Governor to place a
             10      nonbinding opinion question concerning bonding for open space to the voters of Utah.
             11      Highlighted Provisions:
             12          This resolution:
             13          .    directs the Lieutenant Governor to place a nonbinding opinion question concerning
             14      bonding for open space on the November 2004 ballot; and
             15          .    specifies the language of the opinion question for the ballot.
             16      Special Clauses:
             17          None

             19      Be it resolved by the Legislature of the state of Utah:
             20          WHEREAS, Utah law allows the Legislature to place nonbinding statewide opinion
             21      questions on the ballot by passing a joint resolution;
             22          WHEREAS, the Legislature believes that the voters of Utah should have an opportunity
             23      to express their opinion on significant questions of public policy; and
             24          WHEREAS, questions about issuing bonds to preserve Utah's open space represent a
             25      significant public policy issue:
             26          NOW, THEREFORE, BE IT RESOLVED that the Legislature directs the Lieutenant
             27      Governor of Utah to submit the following nonbinding opinion question to the legal voters of


             28      Utah at the general election to be held November 2, 2004:
             29          Should the Legislature authorize the issuance of $150 million in revenue bonds to
             30      purchase land to preserve Utah's unique rivers, lakes, watersheds, open space and wildlife
             31      lands, parks and recreational trails for future generations, paid for by a .05% increase in the
             32      Utah sales tax, with an estimated cost of $7 per person per year for a maximum of 10 years?
