9 General Description:
10 This joint resolution of the Legislature calls for an end to Utah's involvement in Matrix.
11 Highlighted Provisions:
12 This resolution:
13 . demands that the state of Utah end its participation in Matrix immediately.

17 Be it resolved by the Legislature of the state of Utah:
18 WHEREAS, the multistate Anti-Terrorism Information Exchange, or Matrix, is a
19 seven-state crime database launched with $12 million in federal funds;
20 WHEREAS, Matrix lets states share criminal, prison, and vehicle information with
21 each other and cross-reference it with up to 20 billion records in databases held by Seisint
22 Incorporated;
23 WHEREAS, the Seisint records include people's property, boats, Internet domains,
24 address history, utility connections, bankruptcies, civil court history, liens, voter registration,
25 and business filings;
26 WHEREAS, Utah, Connecticut, Florida, Michigan, New York, Ohio, and Pennsylvania
27 are currently involved in the project;
28 WHEREAS, in all, about 450 law enforcement agents can access Matrix;
29 WHEREAS, several other states, including Alabama, California, Georgia, Louisiana,
30 Kentucky, Oregon, South Carolina, and Texas explored the program before dropping out
31 because of concerns about privacy or long-term costs; and
32 WHEREAS, it is vital that Utah's involvement in Matrix end immediately:
33 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
34 demands that the state of Utah end its participation in Matrix immediately.
35 BE IT FURTHER RESOLVED that a copy of this resolution be sent to Governor Olene
36 Walker and the director of the Department of Public Safety.
