Vice-Chair Kiser called the meeting to order at 9:03 a.m.

HB0258    Prohibiting Cell Phone Use for New Drivers (Rep. C. Moss)

    
Rep. Moss explained the bill to the committee. Lieutenant Ron Ostler, Utah Highway Patrol spoke in support of the bill.

MOTION:    Rep. Dougall moved to pass the bill out favorably. The motion failed with Reps. Dougall, Dunnigan, Frank, King, and Morgan voting in favor, Reps. Bird, Bush, Clark, Lockhart, Kiser, and Murray voting in opposition and Rep. McCartney absent for the vote.

MOTION:    Rep. Clark moved to approve the minutes of February 5, 2004. The motion passed with Rep. McCartney absent for the vote.

SB0020S01    Driving Under the Influence Amendments (Sen. C. Walker) (Rep. J. Dougall)


    Sen. Walker introduced the bill to the committee with Ron Gordon, Utah Sentencing Commission assisted with the presentation. Paul Boyden, Statewide Association of Prosecutors

answered questions of the committee. Annaday Waddonps, DUI Committee spoke in support of the bill.
MOTION:    Rep. Clark moved to pass the bill out favorably. The bill passed unanimously with Rep. Morgan absent for the vote.

MOTION:    Rep. Lockhart moved to adjourn. The motion passed unanimously with Rep. Morgan absent for the vote. The meeting adjourned at 10:00 a.m.
