Sen. J. Evans called the meeting to order at 3:15 p.m.

MOTION TO APPROVE MINUTES:

    MOTION: Sen. Jenkins moved to approve the minutes of January 30th, 2004.

    The motion passed with Sen. Allen, Sen. B. Evans, and Sen. Knudson absent for the vote.
    
1.    S.B. 136 UNIFORM INTERSTATE FAMILY SUPPORT ACT (Sen. L. Hillyard)
    
    Sen. Hillyard presented the bill to the committee.

    Emma Chacon, Office of Recovery Services, and Sandy Dolountz, Attorney, spoke to the bill.

     MOTION: Sen. Julander moved to pass S.B.136 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen.Thomas absent for the vote.

3.     S.B. 140 HUMAN SERVICES LICENSING AMENDMENTS (Sen. D.C. Buttars)



     MOTION: Sen. Evans moved to adopt 2nd Sub S.B. 140.

    The motion passed unanimously with Sen. Thomas absent for the vote.

    Ken Stettler, Department of Human Services, spoke to the bill.     
    MOTION: Sen. Knudson moved to pass 2nd Sub. S.B. 140 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Jenkins voting against and Sen. B. Evans absent     at the time of the vote.

3.    H.B. 29 UTAH TELEHEALTH COMMISSION AMENDMENTS (Rep. B. Dee)

    
Rep. Dee presented the bill to the committee.

     MOTION: Sen. Jenkins moved to pass H. B. 29 out of committee with a favorable     recommendation.

    The motion passed with Sen. B. Evans absent for the vote.

4.    H.B. 180 DEATH PENALTY PROVISIONS (Rep. S. Allen)

    Rep. Allen presented the bill to the committee.

    Ron Gordon, Sentencing Commission, spoke to the bill.

    Betty Sudweeks, mother of a homicide victim and Mathew Hunsaker, son of a homicide     victim, spoke against the bill.     
     MOTION: Sen. Knudson moved to hold H. B. 180.

    The motion passed unanimously with Sen. B. Evans absent at the time of the vote.

     MOTION: Sen. Jenkins moved to adjourn.

    The motion passed unanimously with Sen. B. Evans absent for the vote.

    Chair J. Evans adjourned the meeting at 4:20 p.m.
