Chair Bramble called the meeting to order at 8:17 a.m.
APPROVAL OF MINUTES:
MOTION: Sen. Dmitrich moved to approve the minutes of January 27, 2004.
The motion passed with Sen. Allen, Sen. Gladwell, Sen. Blackham and Sen. Waddoups absent at the time of the vote.
1. S.B. 120 RESIDENTIAL PROPERTY TAX EXEMPTION (Sen. D. Thomas)
Sen. Thomas presented the bill to the committee.
Pam Hendrickson, Utah Tax Commission; Lee Gardner, Salt Lake County Assessor, and Roger Tew, Utah League of Cities and Towns, spoke to the bill.
MOTION: Sen. Bell moved to pass S B. 120 out of committee with a favorable recommendation.
The motion passed with Sen.Allen absent at the time of the vote.
2. H.B 189 TOBACCO COMPLIANCE AMENDMENTS (Rep. D. Hogue)
Rep. Hogue presented the bill to the committee.
MOTION: Sen. Gladwell moved to pass H.B. 189 out of committee with a favorable recommendation.
The motion passed unanimously.
3. S.B. 124 PROHIBITION ON SALES AND USE TAX INCENTIVE PAYMENTS BY A MUNICIPALITY (Sen. S. Killpack)
S.B.. 124 was not heard.
4. H.J.R. 04 JOINT RULES RESOLUTION-APPROPRIATION PROCESS REVISIONS (Rep. W. Harper)
Rep. Harper presesnted the bill tot he committee.
MOTION: Sen. Gladwell moved to hold H.J.R. 04
