7 LONG TITLE
8 General Description:
9 This rules resolution requires House members to orally disclose conflicts of interest
10 when they speak for or against a bill or resolution in committee or on the House floor.
11 Highlighted Provisions:
12 This resolution:
13 . requires oral disclosure of conflicts of interest in committee or on the House floor
14 when a legislator reasonably believes that the legislator may have a conflict of
15 interest;
16 . requires that the legislator's conflict of interest be noted in the committee minutes or
17 in the House journal; and
18 . makes technical corrections.
19 Special Clauses:
20 This resolution provides an effective date.

25 Be it resolved by the House of Representatives of the state of Utah:
26 Section 1. HR-26.02 is amended to read:
27 HR-26.02. Verbal Disclosure of Conflict of Interest in House Floor Debate.

33 (1) (a) Before speaking in support of or H. in .H opposition to any legislation in a
33a committee or
34 on the floor of the House, a House member who reasonably believes that H. [
34a may have
35 a conflict of interest shall orally declare to the committee or the House that the legislator may
36 have a conflict of interest.
37 (b) This oral declaration of conflict of interest shall be noted in the minutes of any
38 committee meeting or in the House Journal.
39 (2) Nothing in this House rule requires a House member with a conflict of interest on
40 legislation or a legislative matter pending before the House to orally disclose that conflict of
41 interest if:
42 (a) the House member does not speak on the legislation or legislative matter; and
43 (b) the conflict has been disclosed on the legislator's conflict of interest form.
44 Section 2. Effective date.
45 This resolution takes effect upon approval by a constitutional majority vote of all
46 members of the House of Representatives.
