LONG TITLE
General Description:
This concurrent resolution of the Legislature and the Governor recognizes the 25th
anniversary of the National Citizens' Crime Prevention Campaign and urges citizen
recognition of the anniversary.
Highlighted Provisions:
This resolution:
. recognizes the 25th anniversary of the National Citizens' Crime Prevention
Campaign, featuring McGruff the Crime Dog®, and all individuals and
organizations involved in the campaign;
. asks all Utahns to join in the celebration of the 25th anniversary of the National
Citizens' Crime Prevention Campaign and the Utah campaign's managing
organization, Utah Council for Crime Prevention; and
. urges all Utahns to actively participate in crime prevention programs and other
crime prevention initiatives that focus on the protection of children, youth, and
families to improve the quality of life for all residents.
Special Clauses:
None
Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
WHEREAS, nothing is more important to a community and to our quality of life than a
sense of safety and security;
WHEREAS, an organized and effective crime prevention program is essential to that
sense of safety and security;
WHEREAS, crime prevention is central to a sound criminal justice system at national,
state, and local levels and to safer and more secure communities;
WHEREAS, 2005 marks the 25th anniversary of the National Citizens' Crime Prevention
Campaign featuring McGruff the Crime Dog® and managed by the National Crime Prevention
Council;
WHEREAS, McGruff the Crime Dog® is an icon, recognized as the nation's symbol for
crime prevention;
WHEREAS, the National Citizens' Crime Prevention Campaign featuring McGruff the
Crime Dog® is sponsored by the nearly 200-member organizations in the Crime Prevention
Coalition of America;
WHEREAS, the Utah Council for Crime Prevention (UCCP), established in 1976, is a
member of the Crime Prevention Coalition of America and was one of the original states
grandfathered into the coalition in 1981;
WHEREAS, the UCCP has engaged a diverse and inclusive group of community
organizations, including law enforcement, other state and local agencies, civic and community
groups, faith-based organizations, schools and youth advocacy organizations, and businesses to
play a vital role in reducing crime and building safer communities;
WHEREAS, the UCCP is a leading example of an effective public-private, state-local
campaign to improve the quality of life throughout Utah;
WHEREAS, the National Citizens' Crime Prevention Campaign featuring McGruff the
Crime Dog® provides a template, but it is the UCCP in the state of Utah that has inspired and
directed thousands of Utah citizens to take action, individually and collectively, to reduce crime,
drug abuse, and fear of crime;
WHEREAS, UCCP has become an integral and active contributor and developer of
programs which have furthered the effectiveness and image of the McGruff icon locally and
nationally, with two of the UCCP's programs, McGruff House®, started in 1982 by UCCP, and
McGruff Truck®, started in 1988 by UCCP and Mountain Fuel (Questar) and featuring McGruff
the Crime Dog® on all program materials currently in nearly every state in the country; and
WHEREAS, McGruff Houses are temporary safe havens that children can go to in time
of emergency or when their safety is threatened in their neighborhood and McGruff Trucks are
utility vehicles with trained drivers who assist children in emergency situations in their
neighborhoods and communities:
NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
Governor concurring therein, recognize the 25th anniversary of the National Citizens' Crime
Prevention Campaign and all individuals and organizations involved in the campaign for
advancing the principles and practice of effective crime prevention.
BE IT FURTHER RESOLVED that the Legislature and the Governor ask all Utahns to
join in the celebration of the 25th anniversary of the National Citizens' Crime Prevention
Campaign, and of the campaign's icon, McGruff the Crime Dog®, along with the Utah campaign's
managing organization, Utah Council for Crime Prevention.
BE IT FURTHER RESOLVED that the Legislature and the Governor urge all Utahns to
actively participate in crime prevention programs, such as McGruff House, McGruff Truck, and
other crime prevention initiatives that focus on the protection of children, youth, and families to
improve the quality of life for all residents.
BE IT FURTHER RESOLVED that a copy of this resolution be sent to the National
Crime Prevention Council, the Crime Prevention Coalition of America, the Utah Council for
Crime Prevention, and Questar.
