             7      LONG TITLE
             8      General Description:
             9          This concurrent resolution of the Legislature and the Governor supports a proposed
             10      exchange of state school and institutional trust lands and mineral interests for federal
             11      lands and mineral interests.
             12      Highlighted Provisions:
             13          This resolution:
             14          .    expresses support for a proposed exchange between the state of Utah and the United
             15      States government of state school and institutional trust lands and mineral interests
             16      for federal lands and mineral interests in Grand and Uintah counties.
             17      Special Clauses:
             18          None

             20      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             21          WHEREAS, the Legislature of the state of Utah has an important role in reviewing land
             22      exchange proposals between subdivisions of the state and the United States;
             23          WHEREAS, the School and Institutional Trust Lands Administration is seeking federal
             24      legislation authorizing the state of Utah to exchange up to 48,000 acres of state school and
             25      institutional trust lands and mineral interests for up to 40,000 acres of federal lands and mineral
             26      interests;
             27          WHEREAS, the legislation would exchange state school and institutional trust lands


             28      that are currently scattered and, in many cases, surrounded by federal lands for consolidated
             29      lands that could be more efficiently managed and administered for the benefit of the trust land
             30      beneficiaries;
             31          WHEREAS, the proposed exchange would also help preserve lands with significant
             32      scenic and recreational values within the Colorado River corridor, the vicinity of Dinosaur
             33      National Monument, and the Book Cliffs, benefiting local economies and that of the state as a
             34      whole; and
             35          WHEREAS, the proposed exchange is in the best interests of the citizens of Utah:
             36          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             37      Governor concurring therein, support the proposed land exchange between the state of Utah
             38      and the United States government;
             39          BE IT FURTHER RESOLVED that the Legislature and the Governor request that the
             40      United States Congress enact laws authorizing the Secretary of the Interior to take all necessary
             41      actions to complete this exchange.
             42          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the United
             43      States Secretary of the Interior, Utah's School and Institutional Trust Lands Administration, and
             44      to the members of Utah's congressional delegation.
