             7      LONG TITLE
             8      General Description:
             9          This concurrent resolution of the Legislature and the Governor recognizes the 25th
             10      anniversary of the National Citizens' Crime Prevention Campaign and urges citizen
             11      recognition of the anniversary.
             12      Highlighted Provisions:
             13          This resolution:
             14          .    recognizes the 25th anniversary of the National Citizens' Crime Prevention
             15      Campaign, featuring McGruff the Crime Dog®, and all individuals and
             16      organizations involved in the campaign;
             17          .    asks all Utahns to join in the celebration of the 25th anniversary of the National
             18      Citizens' Crime Prevention Campaign and the Utah campaign's managing
             19      organization, Utah Council for Crime Prevention; and
             20          .    urges all Utahns to actively participate in crime prevention programs and other
             21      crime prevention initiatives that focus on the protection of children, youth, and
             22      families to improve the quality of life for all residents.
             23      Special Clauses:
             24          None

             26      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             27          WHEREAS, nothing is more important to a community and to our quality of life than a


             28      sense of safety and security;
             29          WHEREAS, an organized and effective crime prevention program is essential to that
             30      sense of safety and security;
             31          WHEREAS, crime prevention is central to a sound criminal justice system at national,
             32      state, and local levels and to safer and more secure communities;
             33          WHEREAS, 2005 marks the 25th anniversary of the National Citizens' Crime
             34      Prevention Campaign featuring McGruff the Crime Dog® and managed by the National Crime
             35      Prevention Council;
             36          WHEREAS, McGruff the Crime Dog® is an icon, recognized as the nation's symbol for
             37      crime prevention;
             38          WHEREAS, the National Citizens' Crime Prevention Campaign featuring McGruff the
             39      Crime Dog® is sponsored by the nearly 200-member organizations in the Crime Prevention
             40      Coalition of America;
             41          WHEREAS, the Utah Council for Crime Prevention (UCCP), established in 1976, is a
             42      member of the Crime Prevention Coalition of America and was one of the original states
             43      grandfathered into the coalition in 1981;
             44          WHEREAS, the UCCP has engaged a diverse and inclusive group of community
             45      organizations, including law enforcement, other state and local agencies, civic and community
             46      groups, faith-based organizations, schools and youth advocacy organizations, and businesses to
             47      play a vital role in reducing crime and building safer communities;
             48          WHEREAS, the UCCP is a leading example of an effective public-private, state-local
             49      campaign to improve the quality of life throughout Utah;
             50          WHEREAS, the National Citizens' Crime Prevention Campaign featuring McGruff the
             51      Crime Dog® provides a template, but it is the UCCP in the state of Utah that has inspired and
             52      directed thousands of Utah citizens to take action, individually and collectively, to reduce
             53      crime, drug abuse, and fear of crime;
             54          WHEREAS, UCCP has become an integral and active contributor and developer of
             55      programs which have furthered the effectiveness and image of the McGruff icon locally and
             56      nationally, with two of the UCCP's programs, McGruff House®, started in 1982 by UCCP, and
             57      McGruff Truck®, started in 1998 by UCCP and Mountain Fuel (Questar) and featuring
             58      McGruff the Crime Dog® on all program materials currently in nearly every state in the


             59      country; and
             60          WHEREAS, McGruff Houses are temporary safe havens that children can go to in time
             61      of emergency or when their safety is threatened in their neighborhood and McGruff Trucks are
             62      utility vehicles with trained drivers who assist children in emergency situations in their
             63      neighborhoods and communities:
             64          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             65      Governor concurring therein, recognize the 25th anniversary of the National Citizens' Crime
             66      Prevention Campaign and all individuals and organizations involved in the campaign for
             67      advancing the principles and practice of effective crime prevention.
             68          BE IT FURTHER RESOLVED that the Legislature and the Governor ask all Utahns to
             69      join in the celebration of the 25th anniversary of the National Citizens' Crime Prevention
             70      Campaign, and of the campaign's icon, McGruff the Crime Dog®, along with the Utah
             71      campaign's managing organization, Utah Council for Crime Prevention.
             72          BE IT FURTHER RESOLVED that the Legislature and the Governor urge all Utahns to
             73      actively participate in crime prevention programs, such as McGruff House, McGruff Truck,
             74      and other crime prevention initiatives that focus on the protection of children, youth, and
             75      families to improve the quality of life for all residents.
             76          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the National
             77      Crime Prevention Council, the Crime Prevention Coalition of America, the Utah Council for
             78      Crime Prevention, and Questar.
