Rep. Dunnigan called the meeting to order at 8:05 a.m.

MOTION:    Rep. Snow moved to approve the minutes of the January 18, 2005 meeting. The motion passed unanimously, with Rep. Biskupski, Rep. Duckworth, Rep. Hansen, Rep. Kiser, and Rep. Morley absent for the vote.

Rep. Dunnigan relinquished the chair to Rep. S. Clark.

H.B. 191    Captive Insurance Law Amendments (Rep. J. Dunnigan)

Rep. Dunnigan moved to amend the bill as follows:

1.    Page 1, Lines 24 through 25 :    

             24      Other Special Clauses:
             25          
{   None   }        This bill has retrospective operation to January 1, 2005.      


2.    Page 3, Lines 86 through 87 :    

             86          (b) At the end of each fiscal year, funds received by the department in excess of


             87      $250,000 shall be treated as free revenue in the General Fund.
    
  Section 2. Retrospective operation.

    This bill has retrospective operation to January1, 2005.  


The motion to amend passed unanimously, with Rep. Biskupski absent for the vote.

Rep. Dunnigan explained the bill with the assistance of Neal Gooch, Deputy Insurance Commissioner.

MOTION:    Rep. Kiser moved to pass the bill out favorably as amended. The motion passed unanimously.

H.B. 60    Producer Licensing Amendments (Rep. J. Dunnigan)

Rep. Dunnigan explained the bill with the assistance of Mickey Braun, Assistant Insurance Commissioner

Spoke for the bill:    Ryan Thorn, Utah Insurance Underwriters Kenneth Evans, National Association of Insurance and Financial Advisors

MOTION:    Rep. Kiser moved to pass the bill out favorably. The motion passed unanimously.

H.B. 45    Assessment of Property Affected by Business Interruption (Rep. G. Hughes)

This bill was not considered in this meeting.                             

MOTION:    Rep. Morley moved to adjourn the meeting. The motion passed unanimously.

Rep. Clark adjourned the meeting at 8:35 a.m.
