Rep. Aagard called the meeting to order at 8:10 a.m.

MOTION:    Rep. Hansen moved to approve the minutes of the January 19, 2005 meeting with a correction in the room number. The motion passed unanimously with Rep. Buttars, Rep. Hutchings, Rep. Tilton, and Rep. Hughes absent for the vote.

Rep. Aagard relinquished the chair to Rep. Hendrickson.

H.B. 75    Government Records Access and Management Task Force (Rep. D. Aagard)

Rep. Aagard introduced H.B. 75 and explained it to the committee.

MOTION:    Rep. Bowman moved to amend the bill as follows:

1.    Page 3, Lines 61 through 65 :    

             61          (i) information that would disclose both an individual's name and that individual's:
             62          (A) home address;
             63          (B) home telephone number;
             64          ©
  birthdate;

    (D)  
Social Security number; or

The motion to amend the bill passed unanimously with Rep. Hutchings, Rep. Tilton, and Rep. Hughes absent for the vote.

MOTION:    Rep. Buttars moved to pass the bill as amended out favorably. The motion passed unanimously with Rep. Hutchings and Rep. Tilton absent for the vote.


H.R. 3    Resolution Supporting Congressional Privatization of Social Security (Rep.      M. Morley)

Rep. Morley introduced H.R. 3 and explained it to the committee.

MOTION:    Rep. Hutchings moved to amend the resolution as follows:

1.    Page 1, Line 23 through Page 2, Line 28 :    


             23          WHEREAS, without significant changes to the system, costs will exceed revenues
             24      starting in 2018 and the system
{   will   }        may       not be able to pay any benefits by 2042;

             25          WHEREAS, anyone born after the year 1970 will not receive
{   any   }        full       Social Security

             26      benefits if changes are not made to the system;
             27          WHEREAS, not reforming the system will require a
{   50%   } tax increase on every working

             28      American or a
{   30%   } benefit cut; and


The motion to amend the resolution passed unanimously.

MOTION:    Rep. Buttars moved to pass the resolution as amended out favorably. The motion passed with Rep. Hansen, Rep. Hendrickson, and Rep. Wheatley voting in opposition to the motion.

H.R. 4    Resolution Urging United States Senate Support of President's Supreme      Court Nominees (Rep. M. Morley)

Rep. Morley introduced H.R. 4 and explained it to the committee.




MOTION:    Rep. Tilton moved to pass the resolution out favorably. The motion passed with Rep. Hansen and Rep. Wheatley voting in opposition to the motion.


S.B. 101    Utah Administrative Rulemaking Act Revision (Sen. H. Stephenson) (Rep. D. Ure)

Sen. Stephenson introduced the bill and explained it to the committee.

MOTION:    Rep. Hendrickson moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Hansen moved to place the bill on the Consent Calendar. The motion passed unanimously.


S.B. 20    Office of Legislative Auditor - Access to Information (Sen. M. Waddoups) (Rep. N. Hendrickson)

Sen. Waddoups introduced the bill and explained it to the committee.

MOTION:    Rep. Hendrickson moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Hansen moved to adjourn. The motion passed unanimously.
